Andorra has no mint of its own; this piece was almost certainly struck under contract, as virtually all Andorran commemorative coinage has been since the principality began issuing coins in the 1980s. The Sydney 2000 Games prompted a wave of licensed commemorative issues from small sovereign and semi-sovereign territories, and Andorra — whose co-princes are the Bishop of Urgell and the President of France — was among the more unusual participants in that market.
The bimetallic gold inlay construction was a fashionable technique among European mints in the late 1990s, used to justify premium pricing on commemorative issues without committing to a full gold coin.
