Andorra's Olympic commemorative program of the 1990s occupied a peculiar niche: a country with no Olympic team of its own — it first competed under its own flag only in 1976 — issuing coins to celebrate Games it participated in only marginally. The bimetallic gold inlay format was fashionable among small sovereign mints during this period, used partly as a technical novelty and partly to justify higher collector premiums on limited runs.
Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, making him one of Andorra's two co-princes during the Sydney 2000 buildup — hence his appearance as issuing authority rather than any elected official.
