Andorra's Olympic coinage from this period was produced under a licensing arrangement that allowed the small co-principality to issue collector silver despite having no independent central bank — the Comú system meant these were legal tender by declaration rather than through any conventional monetary infrastructure. The 1992 Barcelona Games prompted a sustained series of Andorran commemoratives throughout the late 1980s and early 1990s, this being among the earlier strikes in that run.
KM#59 was struck by the Kremnica Mint in Slovakia, which handled much of Andorra's commemorative output during this era.
