Andorra began issuing commemorative coinage in the early 1980s largely as a revenue mechanism — the principality has no central bank and its coins hold no legal tender status in daily commerce. The 1988 Winter Olympics series gave the Co-Princes' government a marketable hook for collector sales abroad, and Joan Martí i Alanis, the Episcopal Co-Prince from 1971 to 2003, lent his name to the issue as the ecclesiastical authority under whose purview these coins were authorized.

Calgary hosted the XVI Winter Games — the same Olympics that introduced the world to Eddie "The Eagle" Edwards and the Jamaican bobsled team.
