Andorra's earliest silver commemorative program launched in the early 1980s precisely because the principality lacked any domestic monetary tradition to speak of — French francs and Spanish pesetas had circulated interchangeably for decades. The 20 Diners series gave the Co-Princes' government its first real opportunity to issue collectible coinage under its own authority, targeting the numismatic market almost exclusively.
Joan Martí i Alanis, Bishop of Urgell from 1971 to 2003, held the role of one of Andorra's two Co-Princes at the time of striking — making his appearance on the coin a straightforward matter of constitutional protocol rather than honorific choice.
