De La Rue's Gateshead facility — formerly the old Bradbury Wilkinson plant — produced this note during a period when Libya's oil revenues were recovering strongly under the post-sanctions Gaddafi government. The Central Bank was systematically modernizing its entire note series in the late 2000s, contracting De La Rue for the full family of denominations rather than splitting production.

The hologram strip on this issue is a LEAD element, one of De La Rue's proprietary authentication features introduced commercially around this time. Worth checking on any example — the foil is known to delaminate at the edges under humid storage conditions common to North African circulation.
