Putnik was the state travel agency of the Federal People's Republic of Yugoslavia — a monopoly operator controlling domestic and international passenger transport throughout the early postwar decades. These small-denomination vouchers were issued as internal scrip rather than legal tender, used within the Putnik system to facilitate ticketing, deposits, or service prepayments in an economy where hard currency movement was tightly controlled.

The FNRJ designation pins this precisely to the constitutional period between 1946 and 1963, before Yugoslavia was redesignated as the SFRY.
