Serbia issued this coin in 2003 while still formally part of the State Union of Serbia and Montenegro, a loose federation that would dissolve entirely by 2006. The National Bank of Serbia had been operating with considerable autonomy from the federal structure well before that dissolution, and the unilateral issuance of distinctly Serbian coinage reflected that de facto independence more than any official political transition.
