The "Valor Legal" overprint on this series was applied in Brazil after the notes arrived from ABNC, a direct response to legislation requiring explicit legal tender designation on Treasury-issued paper — a distinction that had become administratively necessary as Banco do Brasil and Tesouro Nacional instruments circulated alongside each other in an increasingly chaotic monetary environment.

Clemente Mariani, whose signature appears on the earlier series runs, had served as Finance Minister under Dutra in the late 1940s and was instrumental in founding the BNDE. His presence on a note issued a decade later reflects how Brazil's financial establishment recycled its senior figures through successive administrations.
