The Turks and Caicos Islands had no meaningful autonomous monetary policy in 1992 — the US dollar circulated as the de facto currency, and these crown issues existed almost entirely as a revenue mechanism for the government, sold directly to collectors at a premium. The Barcelona Games generated an enormous volume of commemorative coinage worldwide, with dozens of issuing authorities producing silver crowns under licensing arrangements with the IOC.
KM#78 is one of several distinct Olympic issues the territory released that year.
