The Banco Nacional de Costa Rica was itself a relatively recent creation when this note was issued — founded in 1914 as a state bank, it had absorbed the note-issuing functions previously held by private commercial banks. By the late 1930s it held a dominant position in the country's credit system, though it would not become the sole issuer until the nationalization of banking in 1948.
American Bank Note Company printed this series in New York under contract — a common arrangement for Central American governments that lacked domestic intaglio facilities. The ABNC's work for Costa Rica during this period is generally consistent in quality, with the 20 Colones denomination among the less frequently encountered values from the 1937–38 run.
