The Provincial Bank of Chihli was a creature of warlord finance. Operating under the authority of the Zhili clique during one of the most fractious periods of the Northern Warlord era, the bank issued notes that circulated almost entirely within the province — their practical reach constrained by the political reality that rival militarists controlled neighboring territories and refused to honor competing paper.

The date "15" refers to the fifteenth year of the Republic of China calendar, equivalent to 1926 — the same year the Northern Expedition launched from Guangzhou and began dismantling exactly the kind of regional power structure this bank depended on for its authority.
