Fort Clayton was a U.S. Army installation in the Panama Canal Zone, and its NCO Open Mess — the non-commissioned officers' club — issued these small-denomination scrip notes for use within the facility itself. Military post scrip of this type was a deliberate policy tool: restricting purchases to on-post venues kept dollars out of the local Panamanian economy and reduced black-market currency exchange, a persistent problem throughout the Canal Zone during the 1960s.

The tiny format was intentional — these circulated alongside coins, not banknotes.
