The 2003 Australian volunteer commemorative was issued to mark the International Year of Volunteers, a UN-designated observance that Australia embraced with particular enthusiasm given the country's heavy reliance on volunteer labor in emergency services, particularly the rural fire brigades that had been stretched severely during the catastrophic 2001–2002 bushfire seasons.
