正面描述 Right-facing effigy of Queen Elizabeth II wearing the George IV State Diadem, modelled by Raphael David Maklouf as his third definitive portrait of the Queen. The truncation of the neck is cleanly cut, and fine detail is rendered in the crown's jewelled band and cross. The circumferential legend QUEEN ELIZABETH THE SECOND curves along the upper scalloped border in raised Latin characters, following the twelve-lobed periphery of the flan.

Hong Kong's currency in the late 1980s occupied an unusual administrative position — the colonial government issued coins while the note-issuing authority was split between two private banks, HSBC and Standard Chartered, under government licence. The 20-cent denomination was struck throughout this period at the Royal Mint's facility in Llantrisant, Wales, which had taken over production from the Tower of London branch in 1975. Raphael Maklouf's third portrait of Elizabeth II, introduced across British dependencies from 1985, replaced the Arnold Machin effigy that had served since the early 1970s.

The series ended with the handover negotiations already underway.
