The upper border carries the issuer legend 'GOUVERNEMENT GÉNÉRAL DE L'INDOCHINE', with the titles 'LE TRÉSORIER GÉNÉRAL' and 'LE DIRECTEUR DES FINANCES' to the left and right respectively, each accompanied by a facsimile signature. The lower margin bears 'VINGT CENTS' in bold letterpress, with the designer's name 'PHAM-NGOC-KHUE' at lower left and the printer's imprint 'IDEO-HANOI' at lower right.
