Neuilly-sur-Seine issued these emergency copper tokens in 1918 under the banner of its local commerce and industry solidarity association — one of hundreds of French municipal and chamber of commerce nécessités struck during WWI when the hoarding of metal coinage created acute small-change shortages across the country. The Banque de France had already suspended convertibility in 1914, and by 1917–18 the shortage of circulating bronze was severe enough that communes, tramway companies, and merchants' associations were issuing their own fiduciary substitutes with tacit government tolerance.
