The Gobierno Provisional under Victoriano Huerta — whose regime the U.S. refused to recognize — issued a raft of fractional cardboard notes in 1914 as silver coinage vanished from circulation almost overnight, hoarded by a population with no confidence in any of the competing revolutionary authorities. These cartonero issues were a desperation measure, not a planned monetary instrument.
Paper carton of this size and weight deteriorates readily, and surviving examples with intact corners and legible text are genuinely uncommon for that reason alone.
