Obverse description Plain light-coloured note with decorative vine and scroll borders running along all four edges. The central text block certifies that the Commonwealth Government of the Philippines will redeem the certificate at face value upon termination of emergency. The denomination TWENTY CENTAVOS and issuer name MINDANAO EMERGENCY CURRENCY BOARD are set in bold letterpress type at centre, below which appear the printed names of the board members alongside a handwritten signature of the Chairman. The numeral 20 appears in each corner.

Reverse description The reverse carries a simple letterpress design within a ruled decorative border, with the denomination given as TWENTY CENTAVOS in bold type across the top flanked by the numeral 20¢ at each corner. The issuing authority ISSUED BY THE MINDANAO EMERGENCY CURRENCY BOARD PHILIPPINES is printed centrally, beneath which two redemption pledges appear in italic script stating the note is redeemable at face value after the emergency and will not be devalued, followed by a counterfeiting warning in roman type. The word TWENTY is printed in bold at the foot of the note.
