The Leyte Provincial Board was one of dozens of local Philippine governments forced to issue emergency guerrilla currency after Japanese occupation disrupted the official monetary supply following 1942. These provincial notes circulated in liberated or contested areas under American-backed resistance administrations, explicitly outside Japanese control — possession alone carried real risk.
Three signatories on a 20-centavo note is unusual and reflects the committee-style authority structures improvised by provincial boards operating under wartime conditions. Proceso Kadavero served as provincial treasurer, a position that gave emergency currency its nominal legitimacy.
