One of dozens of guerrilla currency issues that proliferated across the Philippine provinces following the Japanese occupation of 1942. The Leyte Emergency Currency Board was established by local civil and military authorities to maintain a functioning economy in areas outside Japanese control — paper money printed under occupation conditions, with whatever materials were at hand, backed by nothing more than the authority of a provincial government operating in the field.
Three signatories rather than two is worth noting: the inclusion of the Provincial Fiscal alongside the Auditor and Treasurer reflects an improvisational governance structure trying to project legitimacy.
