By authority of the President of the Commonwealth of the Philippines and the Provincial Board of Ilocos Norte, I hereby order the issuance of this emergency certificate which for all intents and purposes is hereby declared legal tender. This certificate will be redeemed by the Province from its deposit of P500,000 in the Treasury of the Philippines. Refusal to accept this certificate is punishable by law.

Philippine provincial emergency notes issued under Japanese occupation are among the more historically charged local currency types from the Pacific War. Ilocos Norte, on the northwestern tip of Luzon, issued its own scrip in 1942 after the fall of the Commonwealth government left provincial treasuries scrambling to maintain any functional medium of exchange. The authority to issue was improvised rather than formally sanctioned from Manila — these notes filled a vacuum, not a mandate.

Pick 293 is one of the scarcer Ilocos Norte denominations. Provincial scrip from this region suffered heavy attrition: notes were used hard, often damaged by humidity, and many were deliberately destroyed or abandoned as the occupation deepened.
