One of dozens of provincial emergency issues authorized by the Philippine Commonwealth government after Japanese forces severed normal currency supply lines following the December 1941 invasion. Aklan, a small province on Panay island, printed its own scrip through a locally constituted emergency board — an improvised arrangement replicated across the archipelago with wildly varying print quality and paper stock.

The Aklan series is among the scarcer provincial Panay issues. Many were deliberately destroyed after liberation to prevent Japanese confiscation or post-war fraud claims, which accounts for survival rates that remain low even in circulated grades.
