San Juan's Monte de Piedad was a provincial pawnbroking institution, and these fractional obligations were issued to paper over a chronic shortage of small-denomination coinage that plagued the Argentine interior provinces throughout the 1880s and 1890s. The federal government's grip on currency issuance was tightening after the catastrophic banking collapses of 1890, but provincial quasi-fiscal instruments like these continued circulating locally out of sheer necessity — there was simply nothing else to make change with.
The Pick Society reference PS#2194 places this firmly in the specialized provincial scrip catalogue rather than mainstream Argentine national issues, reflecting its limited geographic acceptance.
