Ghana's economy was under severe strain through this period — chronic import shortages, black market currency exchange, and rampant inflation had badly eroded public confidence in the cedi. The 1979 military coup led by Jerry Rawlings briefly interrupted circulation logistics, and some notes from this series were held back from distribution during the upheaval before being released under the civilian Limann government later that year.
Thomas De La Rue printed the P#21 series on contract, as they had done for Ghana since independence. The watermark remains the primary security feature — modest by the standards De La Rue was applying to other African issues at the same time.
