The Kirin-type 20 Cash was produced during the death throes of the Qing dynasty, as the Board of Revenue attempted a wholesale reorganization of the copper cash system in 1909. The redesign was part of a broader imperial decree to standardize coinage across provinces that had been striking wildly inconsistent issues for years. Xuantong ascended at age two in late 1908, and the coins bearing his reign title were being planned before he could walk.
Y#21p designation places this among the pattern or proof-adjacent strikes — full circulation production was overtaken by the 1911 Revolution before the type saw wide distribution.
