The UNFPSB is a collector society based in Baranja, the northeastern Croatian region wedged between the Drava and Danube rivers — an area with a complicated recent history that included Yugoslav federal administration, the 1991–1995 war, and a UN transitional authority before reintegration into Croatia. This note is a so-called "fantasy" or association scrip piece, issued not by any monetary authority but as a commemorative token among members, a practice with a long tradition in European numismatic clubs dating back at least to the 1970s.
Four credited designers for a single small denomination is unusual and suggests a collaborative or competitive design process within the membership.
