Notes issued under this name are privately produced fantasy pieces, sold as novelty items or collector curiosities. The polar bear theming and "Arctic Dollars" denomination are marketing decisions, not monetary ones.
The hybrid substrate and holographic strip are real security features borrowed from legitimate currency production, which lends these a superficial plausibility. That's the point.
