Poland's 1989 World Cup commemorative series was produced under the final months of the Polish People's Republic — the communist government that had commissioned it would cease to exist before Italy 1990 even kicked off. The transition to democracy in mid-1989 meant Mennica Polska was simultaneously striking coins for a state in the process of dissolving itself.
The .750 silver fineness is a deliberate departure from the more common .925 or .999 used in most commemorative programs of the period, a cost-driven decision consistent with Poland's hard-currency shortages in the late communist era.
