Iran's Security Paper Mill at Amol — part of the broader post-revolutionary drive to bring banknote production entirely in-house — had by the mid-2000s achieved sufficient capacity to handle high-denomination notes domestically. This 20,000 Rial note falls within the period when TAKAB was still consolidating that capability, and quality consistency across print runs was not always uniform. Specimens from different batches within the 2006–2008 window can show visible variation in ink density and registration.
The denomination itself reflects the sustained inflationary pressure that had eroded the Rial steadily since the early 1980s.
