Guinea-Bissau's early 1990s commemorative program was driven almost entirely by foreign coin dealers and distributors — the Banco Nacional had little hard currency and essentially licensed its name to outside promoters who handled design, minting, and distribution. Most pieces from this arrangement were struck at European mints and sold directly into collector markets abroad, never touching Guinea-Bissau soil.
