The Württembergische Notenbank was one of four private German state banks still legally permitted to issue notes during the Weimar inflation emergency — the others being the Bayerische Notenbank, the Sächsische Bank, and the Badische Bank. This authorization derived from pre-Reich banking privileges that the 1875 Bank Act had grandfathered rather than abolished. By the time this 20,000 Mark denomination was prepared in early 1923, the figure already represented a fraction of a pre-war Pfennig in real purchasing power.
The print run of over twelve million puts this squarely in the mass-production phase of the inflation, when speed of issue outpaced any serious consideration of security. The watermark is present but essentially decorative at this stage — counterfeiting paper money was economically pointless when the Reichsdruckerei itself could barely keep pace with depreciation.
