A mintage of 100 places this firmly in commemorative/specimen territory — issued for exchange or prestige purposes rather than any meaningful circulation. The Banque du Liban was established only in 1964, and by the late 1990s was still working to reassert monetary credibility after the catastrophic hyperinflation of the civil war years, when the Lebanese pound lost over 99% of its value against the dollar.

Anton Berger in Laupheim is a small but specialist German security printer, not one of the major houses — an unusual choice that may reflect competitive tendering in a period when Lebanese authorities were diversifying printing contracts.
