By the time denominations reached the tens of millions of marks, the Reichsbank's printing capacity was genuinely overwhelmed, and local administrative bodies like the Kreis-Ausschuß were legally empowered to issue their own emergency currency to keep wages and local commerce moving. Kunstanstalt Hermann Rabitz was a local printing house — the note never left the district in terms of its production chain, which was common for late-hyperinflation Notgeld where speed mattered more than security.
