The Landkreis Solingen — the rural district surrounding the city of Solingen, distinct from the city administration itself — issued this note as part of Germany's regional Notgeld emergency currency explosion of 1923. By the time denominations reached the tens of millions of marks, the Reichsbank's printing capacity was genuinely overwhelmed, and local administrative bodies like the Kreis-Ausschuß were legally empowered to issue their own emergency currency to keep wages and local commerce moving.
Kunstanstalt Hermann Rabitz was a local printing house — the note never left the district in terms of its production chain, which was common for late-hyperinflation Notgeld where speed mattered more than security.
