Bamberg's municipal administration issued this note at the peak of Weimar hyperinflation, when the Reichsbank could no longer supply denominations fast enough to meet payroll and retail demand. Notgeld of this magnitude — twenty billion marks — was not a curiosity when printed; it was a practical instrument for a single morning's groceries. Nagel & Ast, a local Bamberg firm, handled the run, which meant turnaround was faster than using out-of-town printers but quality control was unsurprisingly inconsistent across the series.
October and November 1923 saw German municipal authorities issuing and then almost immediately withdrawing notes as the inflation rate outpaced production schedules.
