Issued on the first anniversary of the April 10, 2010 crash that killed Polish President Lech Kaczyński, his wife Maria, and 94 other senior officials — including military chiefs, parliamentarians, and the head of the National Bank of Poland itself — while traveling to a Russian ceremony commemorating the Katyń massacre. The political circumstances were shattering: the delegation was flying to mark the 70th anniversary of a Soviet atrocity, and died in Russian territory, reigniting decades of unresolved grief and suspicion.
