The British Indian Ocean Territory has no permanent civilian population — the Chagossians were forcibly removed between 1968 and 1973 to make way for the Diego Garcia military base, a displacement that remains the subject of ongoing legal challenges before international courts. Coins issued for BIOT are therefore produced entirely for the collector market; none enter general circulation. Pattern pieces like this one exist to test dies, materials, or specifications before an issue is confirmed — though for a territory with no economy to speak of, "confirmation" is a loose concept.
