Teller training notes of this type were produced in China for internal bank use — not for circulation — and were intended to familiarize cashiers with the physical handling, counting, and authentication of genuine currency. The Bank of China's use of a dedicated securities printer for what amounts to a staff training tool is notable; these weren't cheap facsimiles but properly manufactured notes on security-grade paper stock.

They surface in collector markets only when institutional lots are dispersed. Most were destroyed after training cycles ended.
