João IV's reign saw Portuguese India under sustained pressure — the Estado da India had been hemorrhaging territory to the Dutch for decades, and Goa's mint was producing silver fractionals partly to maintain fiscal credibility in ports the Crown could still hold. The transfer authorization implied in this piece's designation, minted at Goa for circulation at Diu, reflects the administrative reality of a colonial system increasingly dependent on inter-factory coin movement to keep garrisons and merchants liquid.
Diu's own minting capacity was intermittent at best during this period.
