The "Heart of Polynesia" branding attached to Samoan commemorative silver of this period reflects a deliberate tourism and cultural promotion strategy adopted by the Samoan government in the late 1990s. Tanumafili II, who held office as Head of State from 1963 until his death in 2007, was the world's longest-serving head of state at the time of issue — and the last holder of a traditional Samoan paramount title to occupy that role with constitutional authority.
