Samoa's 2 Tala denomination has been used almost exclusively for commemorative bullion issues since the early 2000s, with the face value bearing no relationship to intrinsic worth — a legal fiction that allows the pieces to be issued under Samoan authority while targeting the international collector-bullion market. The "Sea Dragon" belongs to a wave of Pacific-themed bullion releases that proliferated after the Perth Mint and various private minting houses identified the region's small sovereign issuers as willing licensing partners.

Production almost certainly subcontracted to a European or Australian facility; the Samoa mint has no independent striking capacity.
