The United Nations Literacy Decade ran from 2003 to 2012, launched by General Assembly resolution 56/116 with UNESCO designated as lead agency. Bangladesh was a natural participant — adult literacy rates there hovered around 47% at the decade's outset, among the lowest in South Asia. The commemorative circulation issue spanned four years of production rather than a single strike, suggesting it was intended as much for everyday handling as for the program's visibility.
