Friesland maintained unusual monetary autonomy within the Dutch Republic, frequently issuing its own denominations that diverged from the resolutions of the States-General. The 2 stuiver piece persisted across a century of production partly because Frisian merchants and rural markets had long relied on small silver for local transactions that larger provincial coins couldn't efficiently serve.
The century-long span of this type makes die variety attribution genuinely consequential — pieces from the 1610s and those from the final years of issue can differ substantially in die workmanship and silver fineness adherence.
