Somalia had no functioning central government in 2002 — the transitional authority lacked control over most of the country and had virtually no monetary infrastructure. Coins issued under the Somali name during this period were produced entirely for the collector market by foreign mints acting on licensing arrangements of debatable legitimacy, with no realistic prospect of circulation.
