Karl Lueger died in 1910, so this commemorative came a full quarter-century after the fact — timed instead to coincide with the consolidation of Austro-fascism under Dollfuss and, after his assassination, Schuschnigg. Lueger, the longtime Vienna mayor whose Christian Social populism and virulent antisemitism made him one of Adolf Hitler's acknowledged early influences, was a politically convenient figure for the Fatherland Front regime seeking Catholic-nationalist heroes.

The coin was struck under the authoritarian constitution of 1934, which had abolished parliamentary democracy entirely the previous year.
