The Colombo Plan was established in 1951 as a cooperative framework for economic and social development across South and Southeast Asia, initially proposed at a Commonwealth foreign ministers' meeting in Colombo the previous year. Sri Lanka — then Ceylon — was a founding member, making this commemorative issue as much a self-congratulatory gesture as an international one. The Plan's 50th anniversary fell during a period of considerable domestic strain for Sri Lanka, with the civil conflict in the north and east still unresolved after nearly two decades.
