Reverse description The central field is dominated by a large numeral 2 in a bold, stylized typeface with horizontal line shading, denoting the face value. Superimposed across the numeral are the denomination inscriptions in three scripts: රුපියල් දෙකයි in Sinhala and இரண்டு ரூபாய் in Tamil, with TWO RUPEES in Latin script below. The country name appears around the upper periphery, reading ශ්‍රී ලංකා in Sinhala to the upper left, இலங்கை in Tamil to the upper right, and SRI LANKA in Latin script arcing along the right side, with corresponding Sinhala and Tamil legends to the left. The date 2001 is placed in the lower exergue. A beaded border runs along the rim.

The Colombo Plan was established in 1951 as a cooperative framework for economic and social development across South and Southeast Asia, initially proposed at a Commonwealth foreign ministers' meeting in Colombo the previous year. Sri Lanka — then Ceylon — was a founding member, making this commemorative issue as much a self-congratulatory gesture as an international one. The Plan's 50th anniversary fell during a period of considerable domestic strain for Sri Lanka, with the civil conflict in the north and east still unresolved after nearly two decades.
