The shift to stainless steel for this denomination followed decades of cupro-nickel issues and reflected chronic metal cost pressures that had made several Indian coin denominations worth more as scrap than face value by the mid-2000s. The Reserve Bank and Ministry of Finance overhauled the entire circulating series around 2007–2011 specifically to close that arbitrage gap.
