The 2 Rupee denomination was signed by the Finance Secretary rather than the Reserve Bank Governor — a distinction that matters. Under the Reserve Bank of India Act, currency notes bearing the Government of India guarantee were signed by the Finance Secretary, while RBI-issued notes carried the Governor's signature. The 2 Rupee note fell under the former arrangement, making it technically a Government of India note issued through the RBI, not an RBI instrument in the strict sense.

The 1951 series followed Independence-era reissues that replaced the portrait of George VI. Pick 28 covers multiple signature varieties, and attribution without confirmed signatory is incomplete.
