Ascension Island, a British Overseas Territory in the South Atlantic with a permanent civilian population only since the 1960s, issues commemorative coinage through the British Royal Mint largely as a collector revenue mechanism. The island has no indigenous population and no domestic coin circulation to speak of.
KM#20a is the silver variant of this issue; a base-metal version was struck alongside it for the wider commemorative market.
